Objectives of Inspection

Inspection provides assurance to service users, landlords and contractors about levels of achievement as measured against Performance Standards.

Through inspection we want to encourage organisations to improve performance and to deliver better Gas Related Services.

We inspect so that

  • good quality and value for money services are being delivered
  • The inspected body can get an informed external view of how well it is doing and what it can do to improve or to address its performance weakness.
  • The need for support or action can be identified where performance is failing.
  • The wider housing community can benefit from shared good practice.

To minimise disruption to services, we will be as flexible as possible in arranging the practicalities of the inspection. It is important that we liaise closely with the inspected organisation to ensure that the inspection goes smoothly. In turn we expect organisations to co-operate with and support the inspection team.

Monitoring Gas Work (Corgi May 2003) All types of gas work conducted by Gas Operatives should be quality-checked (monitored) by a suitably qualified person on a regular and systematic basis.

This should include all gas operatives whether employed, self-employed, contractors or agency staff. Findings should be documented and collated for assessment and any appropriate actions taken should also be recorded.

The initial approach recommended is for a high level of quality control visits to be carried out, reviewed and then maintained or decreased according to the results.

Monitoring of gas works should include:

  • Visual checks on completed work
  • Visual checks on works in progress
  • Witnessing all types of tests carried out by gas operatives
  • Carrying out physical checks to verify gas operatives results (Post Inspection)
    • PHYSICAL CHECKS SHOULD INCLUDE:
    • GAS TIGHTNESS (SOUNDNESS) TEST
    • FLUE CHECKS
    • VENTILATION CHECKS
    • APPLIANCE BURNER PRESSURE
    • GAS RATE TESTS
    • APPLIANCE SAFETY CHECKS
    • CHECKING THAT THE APPLIANCE IS FITTED TO MANUFACTURERS INSTRUCTIONS
    • CHECKING IF THE APPLIANCE IS CLEAN AFTER SERVICE
    • INSPECTION OF ALL DOCUMENTATION

The intention is to create a quality control system that is systematic and will stand up to scrutiny.

Above all, Supervisory and Quality control procedures need to be Suitable, Sufficient and Effective
